 INVITATION FOR BIDS (IFB) FOR THE SUPPLY OF ONE UNIT FOUR-WHEEL DRIVE (4WD) DOUBLE CABIN PICK-UP VAN AND FIFTEEN UNITS OF MOTORCYCLE

1.0 BACKGROUND

DAMIEN FOUNDATION (DFB) is a non-profit humanitarian medical organization affiliated with Damien Foundation Belgium (DFB) and is supporting the Federal Government of Nigeria with the National Tuberculosis and Leprosy Control Programme (NTBLCP) in Oyo, Osun, Kwara, Ondo, Ogun, Ekiti, Edo and Lagos States. As Sub Recipient (SR) to LSMOH/GMU and IHVN TB project under Global Fund Grant, DFB is saddle with the responsibility of implementing Active TB case finding programme in the aforementioned States. In view of this, DFB requires vendors to provide the services as detailed under the scope of work below:

 

Damien Foundation Belgium invites prospective vendors to submit responses to the Invitation for Bids for the supply of one unit of Four-Wheel Drive (4WD) Double Cabin Pick-Up Van and fifteen units of motorcycle.

1. Four-Wheel Drive (4WD) Double Cabin Pick-Up Van

To supply one unit of Four-Wheel Drive Double Cabin, Pick Up Van

1% Bid Security

To provide registration documents such as vehicle license 

To provide a minimum of one year warranty for the vehicle

Free aftersales service up to odometer reading of 5,000km

2. Motorcycle

To supply 15 units of motorcycle as highlighted in the bidding document in compliance with the specification therein

1% Bid Security

To provide a minimum of one year warranty for the motorcycle

To provide registration documents such as motorcycle license, plate numbers 

Free aftersales service up to odometer reading of 1,000km
       

 

4.0 GENERAL QUALIFICATION REQUIREMENTS FROM INTERESTED PARTIES (FOUR-WHEEL DRIVE DOUBLE CABIN, PICK UP VAN & MOTORCYCLE)

  1. Evidence of Registration with Corporate Affairs Commission (CAC) with the inclusion of Certificate of Incorporation and Articles of Association.
  2. Company profile and organizational structure with the full name of the organization and contact person, postal address, telephone and e-mail addresses.
  3. Evidence of company tax clearance for the last 3 years within 2018-2021
  4. Audited financial statements of the company for 3 years within 2018-2021
  5. Bank Reference letter /Letter of good-standing from bank
  6. Verifiable evidence of 3 similar experiences (within a minimum of 3 years) with government, private or non-governmental organizations. (These may include award letters, purchase orders, or evidence of satisfactory completion or progress for each experience indicated).

 5.0 SPECIFIC TECHNICAL EVALUATION CRITERIA

5.1 SUPPLY OF FOUR-WHEEL DRIVE (4WD) DOUBLE CABIN VAN 

  1. Evidence of partnership/ distributorship/ dealership from major manufacturers.
  2. Availability of a registered auto repair or service facility

5.2.  SUPPLY OF MOTORCYLE

  1. Evidence of partnership/ distributorship/ dealership from major manufacturers.
  2. Availability of a registered auto repair or service facility or partnership with such facility

 

6.0 SUBMISSION OF BID DOCUMENTS FOR IFB

  1. The Bidder shall enclose the original response in one (1) envelope and all other copies of the response in another envelope, duly marking the envelopes as “ORIGINAL” and “COPY.”
  2. The two (2) envelopes shall then be enclosed and sealed in one (1) single outer envelope.
  3. The inner and outer envelopes shall bear the name and address of the Bidder.
  4. The outer envelope shall be clearly marked “IFB – Lot “Supply of Four-Wheel Drive (4WD) Double Cabin Pick Up Van” or “IFB – Lot “Supply of Motorcycle”
  5. All bids should be accompanied with a bid security of 1% of bid price
  6. Bid must be valid for 60 days

 

7.0    SUBMISSION OF BIDS

         Completed bids should be delivered to the below stated address between the hours of 8:00am to 4:00 pm Nigerian

         time from Monday 28th November 2022 to 12:00 noon on Monday 12th December 2022.

        

         The deadline for submission is Monday 12th December 2022 at 12:00 noon.

7.1.   BID OPENING

     A virtual bid opening shall be conducted at 12 noon on Monday 12th December 2022. Link shall be sent within  

     24 hours prior the bid opening to all bidding document takers.  

    

8.0 ADDITIONAL INFORMATION

  1. Please note that the submission of these documents in response to this invitation shall not entitle any of the interested parties to any claims against Damien Foundation or The Global Fund.
  2. All costs incurred by respondents as a result of this invitation and any subsequent requests for information shall be for the respondent’s account only.
  3. All requests for clarification should be directed to the Administrative Manager via email    Procurement2021@dfbnigeria.org.ng on or before 12:00pm Friday 9th December 2022.

An advance payment shall not be considered or made to any recommended vendor.
